Hapur Pilakhua Development Authority was established as a second and an independent authority from GDA by U.P. Administration on 21 Nov 1996. After keeping in view the geographical, historical and commercial industrial importance and in view of the planned development of NCR. Past many decades Delhi steady population and floating population have undergone an unprecedented increase. U.P. Government has added area of Garhmukteshwar - Brijghat in the authority vide order dated Dec 2005.


This way Delhi's population has reached a saturation level in proportion to area of Delhi, as a result of which pollution level has increased. Gangadham scheme is also being launched in this area which has hugs potential of growth.
